About

The Votkinsk Children's and Youth Film Festival ‘VTC Start Fest’, starting in 2025, has become a worthy successor to the ‘Votkinsk International Film Festival’, which was held annually since 2018.

The organisers made this decision for several reasons. Firstly, in the history of the festival, more than 85% of the main audience is made up of young viewers under the age of 18. Secondly, an analysis of the situation revealed a lack of festivals in the country focused on the aesthetic education of young people.

In addition, the organisers initiated a popular vote in social networks, which resulted in a new name for the festival - Votkinskiy Festival of Children's and Youth Cinema ‘VTC Start Fest’.

We are confident that the new format of the festival will become a prestigious platform for both famous and young filmmakers. The main goal of VTK Start Fest is to popularise new quality cinema that continues the traditions of Russian cinema, while introducing fresh ideas and current trends. We give filmmakers the opportunity to show their work at the festival, to be evaluated by a competent jury, as well as to receive feedback from the audience and to participate in discussions of the films presented. In turn, the audience gets a unique opportunity to see new quality cinema, many works can be seen exclusively at the festival.

Organisers of the festival: Autonomous non-profit organisation in the sphere of art development ‘Festival Plus’ in cooperation with the administration of the municipal formation ‘Votkinsk City’ and the Department of Culture, Sports and Youth Policy of Votkinsk, with the active participation of the festival participants. Votkinsk, with the active participation of the collective ‘DK on Kirov’.

• Festival Plus festival application rules
  Carefully read the rules of application and fill in the form below!

  Organiser Autonomous non-profit organisation in the field of arts development ‘Festival Plus’
  The date of production of the film must be no older than 2 years at the time of the festival.
  (in other cases it is obligatory to have a Russian film distribution licence).
  The film does not have to be a premiere film.
  Duration not more than 120 minutes
  (there may be exceptions by agreement with the organiser)
  ‘Festival Plus’ does not put restrictions on genres and themes of films.
  All films selected for the festival must not violate the laws of the Russian Federation and moral and ethical norms of mankind.
  Attention: Films calling for violence, political provocations and riots, various banned sects, movements and organisations, foul language, drugs and the like will not be selected and will not become festival participants.
  The selection committee of the festival makes an initial selection, then all the materials are reviewed by the jury. The jury considers only those films whose authors have paid the entry (organisational) fee.
  The entry (organisational) fee is compulsory for everyone (the funds are used to organise the event). The entry (organisational) fee is non-refundable and does not give a 100% guarantee that the film will be shown at the festival. There is no exemption from the entry fee.
  Full-length films of all genres (timing more than 60 minutes), the fee is 5000 rubles.
  Short films of all genres (less than 60 minutes), the fee is 4000 rubles.
  Films made by children's film schools, students of profile universities, cadet schools and public organisations, the fee is 3000 roubles.
  Scripts, comics, fee - 3500 rubles.
  The organiser guarantees that it does not transfer copies of the full version of the film to third parties without agreement with the right holder and signing a contract, the screening of the full version of the film, only within the framework of the festival. The rest of the sent materials (trailer, poster, etc.) may be used anywhere for advertising and for information. Demonstration of the film outside the festival, only with the consent of the right holder.
  Festival participants must send us a copy of their film in any digital format, online (links must be active before the festival).
  Films selected for screening at the festival must pass all state inspections. Obtaining distribution certificates for non-commercial screenings at festivals is not required by Russian law for films no older than 2 years.
  ‘Festival Plus’ has the right to change the dates and times, also the venue and other information in this agreement at any time. ‘Festival Plus’ is not obliged to notify the participants individually about the changes. Changes come into force on the day of publication on the websites and social networks of the festivals and the organisation ‘Festival Plus’.
