The name of Vyacheslav Vasilyevich Tikhonov, the People's Artist of the USSR, is inextricably linked to the creation of the "Seventeen Moments of Spring", highly artistic series. Today, the serial genre has become the most popular and rating genre, which is already regarded as an independent kind of cinema art. The main task of the Festival is to encourage filmmakers to create new series, as well as films for children and youth audiences and family viewing.

In addition, within the framework of the festival there are non-competitive and informative shows, special shows, concerts, discussions and press conferences. Separate events of the festival are the opening and closing ceremonies of the festival, which participants and guests are well-known actors, public figures, outstanding filmmakers.
