About
Pelicam International Film Festival on Environment and People invites film directors, producers and distributors to register their films in one of the four competitions of the festival.
PELICAM International Film Festival is organized by Les Herbes Folles Association and is the only international film festival in Romania entirely focused on the environment.
The main purpose of PELICAM is gathering in one place the diversity of the best international film productions dedicated to the environment and promoting them, in order for the Romanian audience to discover the culture of other countries and also to enrich their cinematographic culture, in Tulcea and in Romania and to raise awareness to this film genre.

Rules
In order to be eligible, the films submitted for one of the first four sections must fulfill the following requirements:
Premiere Requirements
National premiere required.
Competitive section focused on documentary films particularly conceived for the young audience (15−30 y.o.) with a duration between 30 and 100 minutes.
Competitive section focused on documentary films originating from countries neighboring The Black Sea: Romania, Moldavia, Ukraine, Russia, Georgia, Turkey, Bulgaria with a duration between 52 and 120 minutes.
Competitive section focused on documentary short with a maximum duration of 30 minutes.
Competitive section focused on documentary films produced after January 1st, 2017, with a duration between 52 and 130 minutes.
